Ummm, not to harsh on the high, but my take on this is that is exactly what Steele and RNC DID.
They listened to what they THOUGHT was the local GOP, and it never crossed their mind that the local GOP Party Committee members were so out of touch with the base.
This was a classic case of over-reliance on the sclerotic Process.
Of course, i think the process was ALSO influenced by the “Big Tenter” dead-enders.
And I expect we will see a flurry of resignations from the NY 23 component counties GOP committees any day now.
