Atlanta won the Olympics with the President sending an envoy, so did LA. Smaller countries often have their head of state lobbying for the Olympics, so I expect that Executive participation in the bid is a wash. I figure the IOC knows that the executive making the bid is not likely to be the executive when the Games start and discount their participation.

Chicago’s unpredictable corruption problem* would have detracted from the Games, so the IOC dumped it for a more predictable environment**.
