I have mixed feelings about the administrative minutiae of NCLB, but have observed a big change in schools’ motivation to support struggling students. Before NCLB many students fell through the cracks because they weren’t eligible for special education services, but still weren’t meeting grade level standards. After NCLB those students were given academic improvement plans and remedial services which would not otherwise have been provided. NCLB forced the schools to address those kids’ needs.
