This whole matter of “how many” can easily be settled. We do it again, and each of us brings two friends. Simple, direct, and unequivocal. If they complain, we do it yet again, but this time without a permit, and on a Tuesday. After all, we have a Constitutional right to petition our government for redress of grievances. “Rights” are things we have which are not subject to negotiation, license, or other governmental permission slip before their exercise. It’s not the Bill of “Mother-May-I’s”, it’s the Bill of Rights. If three million of us show up on a Tuesday, what are they gonna do?
