Barack Obama is a left-liberal. As such, he believes that all the enemies of the United States are creations of the United States. He doesn’t necessarily know how or why this is the case — the exact mechanism is irrelevant because there are literally tens of thousands of ‘papers’ he can dig up at any university from which to choose a ‘theory’ to justify this belief (any belief) — he just has absolute faith that somehow, someway the existence of international terrorism is our fault.
Therefore, since everything is our fault, and therefore completely in our control, to ‘solve’ terrorism one must simply change our foreign policy (our behavior) to meet the demands of the terrorists (e.g., to allow the dissolution of Israel), whose justifications for violence MUST be legitimate and taken at face value. Getting elected in the United States is simply a matter of conceding to every demand of the professional grievance-mongers (and giving them monetary compensation for doing so, since economics is a zero-sum system), so therefore the same strategy will work on the international stage, as well.
Simple. The whole world really can be socially engineered and centrally planned, the way one can engineer the university campus to reflect a multicultural (anything non-white) collectivist utopia that it clearly represents.
