Susskind actually says:

By itself this is a silly half-baked notion. It makes no more sense than saying the eye evolved so that someone can exist to read this book.”
Susskind is actually such a fan of ToE that he postulates the evolution of universes!!!!!
That is one of the premises of Cosmic Landscape.
