Answer — lobbyists actually provide “suggestions” to staffers. Staffers write it. Copy/paste shuffle some text.
I’m not kidding. Insurance companies and pharmaceutical companies will do VERY well (at least in the short term) under these bills. Example: simply by making it a legal requirement to have health insurance, how many new customers will the the insurance companies sign up? A lot. And they know it. Both industries are heavily donating Donkey.
