From what I have seen of the Obamacare bill comparisons with the british national Health Service are grossly unfair. The NHS has its nightmares due to excessive bureaucracy and the government control freakery behind trying to centralise all decision making and impose one-size-fits-all care but in the end decisions on treatment are still taken by clinical staff.
