I remember when the City University of New York, in the 1960′s, implemented a grand experiment to remedy structural inequalities in the public education system: Open Enrollment. That is, no entrance requirements. Anybody making it through four years of high school, regardless of their performance, was automatically eligible for college admission. And wonder of wonders, after four years, New York’s university system began turning illiterates with college degerees. Who were unemployable. The next time you visit with your neurosurgeon, inquire whether he/she was a product of an affirmative action program.
