The Sons of Iraq work against the JAM and Al-queda, so when are the Sons of Liberty going to start up in Chicago? Simply put disarming the good guys never worked. In fact its not supposed to work. The quagmire is deliberate. Keep the citizens begging for police protection and let the bad guys loose. Win-win for the politicians.
