Actually, they did. This wasn’t the first time AQ tried this – just the first time they were able to carry it out. The previous time involved 10 airliners over the Pacific, and they never got in the planes. But on 9/11 at least one FOREIGN law enforcement officer, from a Pacific country immediatly connected the dots.
