Um, I live in Tennessee, and I have no idea what you mean by “moderate weather.” The winters are cold–not NE US cold, but this ain’t Florida. And have you ever been to TN in the summer? Last year, we had 11 days above 100 in August. The fact is, Tennesseans use double the average energy. Look it up.
