This looks like an excuse to ramp up the nanny state. Are they going to force people to diet and exercise? I predict mass civil disobedience and no net loss of weight. BTW, there are many fat people who do not have diabetes, high blood pressure or heart disease. All of us will eventually acquire pre-existing conditions as a part of aging. Tort reform would be a better place to start reducing costs.
