Yes they are. That’s why they go for ever more restrictive regulations on themselves. However, if you want to talk competition, a public option explicitly designed to undercut private insurance isn’t. In fact, what Washington would be doing with the public option would be punished by anti-trust laws if done by a private company. Just like Social Security, the government does something that, done by a private citizen, would be wholly illegal.
