The purpose of the Opposition is to oppose, and Ms. Rubin’s list ought to provide common ground for Republicans. But old men like Hatch and McCain prefer not to hold that ground but to hold up a white flag as soon as the two sides face up, offering to parley before the first shots are fired. There are too many such pubbies in Congress.
