Yes, the parties can select their nominee by any method or means. It’s their party and, while they may allow you to vote, they don’t have to give you, or your vote, any consideration. If polls showed McCain at 0% going into the Republican Convention then he’d be tossed overboard by his “pledged” delegates. Remember the W. Va primary where McCain’s delegates went to Huckabee? I’m sure more than a few of the McCain voters would have selected Romney instead.
Don’t confuse the nominating process with a real election; it has fewer binding rules than a contest to elect a high school homecoming queen.
