Bush has shown thus far that criminal acts, including treason, dissemination of enemy propaganda, violations of national security laws and oaths etc are not punished. Particularly when done by sleazoid holdovers from the Clinton Administration.

This encourages more of the same. It would not be surprising if someone was data mining so they could sell something juicy to the tabloids, but obviously operatives from one of the Democratic candidates remain a top possibility.
