Acting “decisively” does not necessitate acting illegally. There are plenty of legal tools at our disposal for getting terrorists to talk. And in the 1 in 10 million chance that a terrorist actually does have concrete knowledge about an imminent attack and will not share his knowledge, then yes, we must do whatever necessary to get that information out of him. But waterboarding 266 times a compliant detainee with no knowledge of any upcoming attack until he tells you what you wanted to hear doesn’t count.
