It seems to me that Fallon is maneuvering for a top job in a Democratic administration. His bumbling accomodationism would fit right in with the historic appeasement and lack of clarity that Democratic administrations, from Wilson, to FDR, to JFK, Carter and Clinton, that eventually forced the U.S to enter into larger engagements than was necessary.
