The problem with this explanation is that the adrenaline junky doesn’t stay high all the time. It’s an occasional rush. Thus avoiding the come-down is not a likely explanation.
More likely is that the guy (and certainly Clinton) are narcissistic for various reasons including neurological, and along with narcissism comes impulsive pleasure seeking.
