With Neuroscience explanations like this, who needs concepts like fault, responsibility, or purposive action anymore? Because of neuroanatomy, people in power will always do sordid deeds. So power really does corrupt, and only those whose brains are malfunctioning can be trusted with power. There is a growing disconnect, watch it grow, there it goes.
