It may be all of the above but it isn’t unusual. A local Indian tribe, the Eastern Band of the Cherokee Indians, has done this a lot in the past at Federal hearings on issues like gambling on reservations and the recognition of the Lumbee Indians of North Carolina. Heck, they even brag about it to the local press.
