In the 1800s the Dredd Scott decision by the SCOTUS resulted in Congress passing a law in direct contradiction, thereby continuing the civil rights of the black community of the time. The effects are still with us today, a person’s vote is equal to another person’s vote no matter their color.
This appears to be a case, again, where the courts need to be brought up short.
One wonders if those in Iowa still have the gumption needed to take this bull by the horns
