The Middle East west of Persia was Roman as were the Balkans south of the Danube and Africa north of the desert (and the desert began much further inland in Roman times). The Romans valued the lives of Roman citizens, slaves and others not so much. The Byzantines likewise valued the lives of their citizens and Christians that held to the true faith as they defined it, others not so much, though the Byzantines don’t seem to have ever been as gratuitously brutal as the Western Romans could be. Muslims have never shown any respect for any life other than that of Muslim males.
