You are I am afraid wrong.
I would have thought that the opening of higher education up to all women, regardless of how devout they are, is the last thing reactionary Islamists want.
Of course this is not their aim, which is why the move should be treated with suspicion.
What will happen now is that in many universities, head scarfs will become ever more widespread until not covering up becomes next to impossible.
If the AKP government really cared about religious rights, which they claim that this is about, or girls education, then there are far more pressing concerns in Turkey.
In addition, in order to get nationalist backing for the vote, the government agreed to not change Penal Code 301, which denies the right to free speech.
So modern secularist Turks get a double whammy of a more religious society and a less free one. All in the name of freedom.
