Stopping people and ussuing fines for not having a Drivers License on your person is an “opportunity tax”
In my neck of the woods, its a $100.00 fine for each document not in your posession (license, Insurance, Registration) even when you show up in court with absolute proof it was nothing more than simple human error.
A simple screw-up putting your wifes paperwork in your car, and vice versa? Cha-ching! Opportunity tax!
The fact that Registration is yearly, and Insurance is BY LAW IN OUR STATE, every six months, and NOTHING is ever “due” at the same time. It is a purpose-built administration tripwire to encourage mistakes. You, your wife, maybe a college age kid at home all with a car? Thats a lot of paper shuffling in different glove compartments every few months (weeks!) to keep straight.
Opportunity Taxes prey upon simple mistakes. We all make them.
The State does their level best to collect revenue from every single one of them.
But also keep in mind, Lokal Kops are for the most part, Fat Lasy Union Bums, with political leadership beholden to the DNC for their largesse…so “Latino giveaways” in urban areas are high on the agenda.
Opportinity Taxes depend fearful suburbanites with ‘real” jobs and ‘law abiding” manners who will surely pay up. Keeps the Kops “looking busy” with safe easy pickins, and the money flowing, while the dregs they should be hammering are let off because theirs “nothing in it” for The State.
