In another life, Beck would have been an upstairs french maid for a libertine aristocrat. Seriously though, the question that arises is a) whether non-ellegal immigrants in L.A. have the same opportunity and; b) whether the state statute requires immediate impounding of the vehicle. If non-illegal immigrants are not afforded the opportunity, then there is a federal Constitutional issue (equal protection) problem for the city and if the state statute requires impoundment then there is a state preemption issue, although, given the state of the California DOJ (think equivalent to Holder) the latter argument pragmatically doesn’t really matter.
