Bless your little heart! The intent of the law is to get the unlicensed driver off the road, and to punish him for being there in the first place; so he will be motivated not to repeat his behavior. That is most effectively accomplished by arresting him for whatever, and storing his vehicle about 100 miles away.
Felony mopery is a useful charge,(exhibiting dirty pictures to a blind man), and a minor error in reporting the license number can prolong the storage of the vehicle.
The benefits? Well: The Bad Guy has no uninsured car to drive incompetently, thus protecting Good Guys from fatal, injurious, costly collisions. The Bad Guy is less mobile, thus his sales of dope, thefts, molestations and disturbances will be lessened. The towing company makes a nice profit. The idiots who put the flake in the car lose a piece. La Raza takes a hit. And on and on and on.
Hispanic government is always capricious, whimsical, irresponsible, wrong, unrealistic, and ineffective. Is the etiology genetic?
