Apparently the California Vehicle Code authority for impounding the car is not mandatory? If in fact impounding the car is optional, then LAPD is following the law. Your complaint then is really not with LAPD, but the state legislature that is, of course, a hot bed of open borders liberals watching out for the welfare of their gardeners and maids.
