It also increases the cost, and perhaps discourages follow-through that way.
Kind of like adding hoops like mandatory training to getting a gun permit, or getting a permit at all, to purchase requirements for a firearm.
Different technique, same result: higher cost, higher inconvenience.
A right is a right, stay out of it. For both of them.
