Texas was better to embrace the Lamar Smith approach: not overreach on seeking R congressional gains at the expense of Latino-majority districts. Smith figured it was better to provide short-term (one decade) Latino gains in exchange for more leeway on immigration enforcement. The Perry “we want all four seats” faction gives the Dems a rallying cry.
