There is no evidence that the United States excluded Muslim immigrants prior to the 1960s. From 1922 to 1965 there were extremely low quotas for all middle eastern countries.

The reasons for most immigratns to the US from the middle east (although not all, since there were Muslims immigrating to the US) being Christians during this time (although there were also Jews who came) are complexed. On one hand Muslims were reluctant to go to a land with few if any mosques. On the other hand Christians were pushed out of the middle east by persecution. This is most true of the Armenians, although that was done by secularist Turks who did not use religion but ethnicity to justify their attacks.
