One suggestion:
Talks at the highest level between Mexico (and other countries, of course) and the USA to crack down on corrupt officials.
Other suggestion/question:
Can US officials require a background check before accepting visas?
They can streamline methods among countries and agencies.
Talking to foreigners in their “own” language can filter the crooks.
