In Rome during the time of the emperors, it was “panis et circus” (bread and circus) which for a brief time kept the masses complacent. The President seeks to employ the same tactic, hoping to buy votes with federal aid. That tactic, as presently conceived, will fail because more will be demanded by those who receive federal aid. This will mean higher taxes for those who produce, until they become fed up and quit.
