Yeah, what a crackpot idea! Held by such well-known loons as Madison, Jefferson, every Supreme Court up to about 1912, etc.
This, as opposed to such sane and sensible ideas held by calm, rational thinkers like Lenin, Stalin, Mao, Pol Pot, and all the rest.
