It is not out of context; this is what it says:
Goal 2: Blast temples, kill Hindu devotees.
Strategy: Remove the masjid in Kashi Vishwanath temple and the 300 masjids at other temple sites.
This is clearly punishment of all Muslims and their mosques for the crimes of a few. It is against the law in America, it is against the law in India and with good reason. He is clearly calling for 300 mosques to be destroyed in retaliation for a few temples bombed and not only if 300 Hindu temples are bombed.
