When the Senate was in pro forma session under George Bush, he respected the rules and did not make appointments.
Obama knows very well that these appointments are in your face, against widely accepted rules and procedures, as he proceeds to stack the NLRB with more of his pro union rats while directing his press guy Jay to warble about protecting the consumer.
He just doesn’t give a damn.
