No there is a different between being a Republican and a conservative.
If you truly are a conservative, then many times you have to hold your nose and vote for Republicans because your other choice is to vote for a socialist. On the other hand if you are a Republican you can vote for either a Republican or you can vote for the socialist.
There are probably some conservative in Maine and Pennsylvania but not enough to affect their state Republican parties. You therefore get senators like Collins, Snowe, and Spector.
