I commend the author for bringing this up. It is important for people to know that their actions (prohibiting a reactor, for example) can have far reaching implications.
However, I don’t understand the reason why this particular subject requires the building of a new reactor. We have dozens of operating reactors in the US, I live in Chattanooga and there are 3 within 50 miles, why not use one (or more) of them? Maybe I’m missing the point but it would seem that this would be an alternative if you can’t build a new one, at least for the production of nuclear medicine.
[for the record I am neither for nor against building new reactors, this just seemed to be a logical point that the author hadn't considered]
