This article just stirs up the fears of paranoids. Obama’s statements will not remain unchanged if situations deteriorate. Presidential speeches (from any country) are just babble. The real policy and agreements are done with diplomats and envoys, and many remain secret. That’s politics.
Otherwise, we would be in war now with Russia, China, North Korea, Iran, etc, etc.

. What you call “policy” is merely a more or lessformal articulation of long and short term goals. They are not even strageties or tatcis. Diplomats and envoys merely articulate aspects of “poiicy” in their area of competence/The USMC is no less a part of implementing and artciulating “policy” than “diplomats and envoys” (and oh what an articulattion it is). So too the commerce dept. so to the Itelligence community. THe list goes on and on.
