I never claimed it was solely the responsibility of Bush. It is clear that it was a failure over the long term at the federal level. The local levy districts worked under the inadequate supervision of the Corps.
Not too hard to figure out. The blame goes back to Reagan, and each administration bears some responsibility. However, failing to prepare for the failure is 100% in Bush’s lap.
