The dumbest part of this is that there’s a simple solution to the problem that the author states: simply redefining all of the criteria by which children are judged. If you take an illiterate eighth-grader, dub him educated, send him out into the workforce with discrimination protections, and so forth, he’ll be as *successful* as anyone else. No one needs to actually learn to read or anything! Get real, they don’t want to do that, and consider the suggestion racist.
