Besides being a political hack, DeLay (and Miniter to some degree) are spokespeople for that backwards silliness about “Who is Real Conservative?” Who cares? Live in the real world and make decisions best on the reality in front of you. Only people who are not able to think for themselves worry about whether an idea is more or less conservative. How about whether an idea works?
