Israel and Hamas had a working ceasefire from July to November 2008. Israel violated the ceasefire. Hamas offered to extend the ceasefire for a year if Israel would lift its blockade of Gaza. Israel instead bombed and invaded Gaza.
The rockets had stopped for four months. They resumed only after Israel violated the ceasefire. Hamas offered to extend the ceasefire if Israel would lift its blockade. Israel turned down that offer and instead replied with a war that killed hundreds of women and children.
This war was not needed to stop the rockets.
