Don’t you think that, regardless of whether or not Gore said definitively that he will not run, that as a practical matter it’s probably too late to enter the race? He has no organization in any states and is probably past the deadline in most. I think the only thing he could hope for now is a run as an independent or a brokered Democratic convention.
