His motive is to threaten any and all Liberal organizations and committees with defunding and funding cuts to cast blame on the Republican thrift initiatives.
Purely to inflame one constituency against the other, and it gets him cash to play with in his district. That galvanizes the unions, government employees, and other sections of his voting base.
Actually, this is the Democrat agenda since the TEA Party House members have threatened to cut spending so drastically.
