There is a factor to USCIRF that has been missing in this discussion. If one believes that “radical” Islam is at war with the West (and the US, specifically), then the goal of eliminating “radical” Islam’s ability to do us harm is an important and Constitutionally legitimate aim. Both theory and practice indicate that it is significantly more difficult for “radical” Islam to matasticize within the populace and enjoy support of the government in nations that have a healthy respect for minority (i.e. non-Muslim) religious freedoms. If we can spend a few millions to reduce the motive and material capabilities of our enemies, then I’d say it’s a good deal.
