I think you’ve uncovered a little known aspect of Mexico’s desire to “help” immigrants emigrate. Given that Indians in Mexico are discriminated against, Mexico’s gov’t printing up brochures to help them in America is like the KKK giving out the schedules and prices of boats to Africa.
