Latin Americans have no track record of being law observing. There are 700 illegal shanty towns in Rio de Janeiro alone and the same attitude towards law there is enshrined in the cross border illegal depredations of our peregrinating “citizens.”
Under this rule, every time I need a frickin’ dollar I go rob someone. Hey, I needed the dollar. Law is entirely flexible in Latin America to say the least and with the Leftist whining accompanying our new neighbors the political Left has bought into the “well we have plenty of dollars you poor unfortunate dunderheads so lemmings away.”
