Gingrich Plan on Immigration a Good Starting Point

O.K., let’s have a little discussion of our current immigration problems. First, lay aside the illegals. They are a symptom that has to be addressed after we take care of the other inequities in the system.

1) Total immigration visas not to exceed one million in any calendar year.

2) Preference will be given only to skilled workers or those investing in the U.S. economy, and their wives and children.

3) No preference based on country of origin, current citizenship, race, etc.

4) Any student who completes a masters or PhD degree at an American university may qualify as a skilled worker under #2 above and will count against the global immigration quota.

5) The spouse and children of an American citizen may receive an immigrant visa and will count against the global quota. A child adopted abroad by an American citizen will also qualify.

6) The President may approve up to 500 immigrant visas annually for national security purposes.

7) If, at the end of calendar year A the total number of immigrant visas available that year have not been used or allocated, the unused numbers may be carried over to the following year and used only for the parents, brothers and sisters of American citizens.

8) Any non-immigrant who enters the U.S. as a student, exchange student, treaty trader/investor, or company executive may, following not less than three years of residence, apply for an immigrant visa and, if qualified, receive that visa without leaving the U.S.

9) Any person found to be in the U.S. illegally shall be deported.
